What is an Independent Calendar department?

A department where one judge keeps the case for all purposes from assignment through to trial. That is the difference from the hub model, where a small number of courts handled the pre-trial life of a very large volume of cases and sent them elsewhere to be tried.

Does the old standing order still apply to anything?

The Los Angeles Personal Injury Hub, and what replaced it

A great deal of material online — including material written by law firms — still describes Los Angeles personal injury cases as going to a "PI Hub" at the Spring Street Courthouse. For a new case that is no longer right, and it has not been right since the start of 2024. This page sets out what the hub was and what applies now. It is general information, not legal advice.

The change, with its dates

The Superior Court announced on 14 December 2023 that effective 8 January 2024, all personal injury cases filed in the Central District would be assigned for all purposes to Independent Calendar departments at the Stanley Mosk Courthouse, rather than to a PI Hub court.

Cases already pending in a PI Hub court at Spring Street before that date stay there until they are sent for trial or otherwise resolved. The court described the change as completing a transition first begun in 2022, moving all PI cases from the hub back to local Independent Calendar courts — and gave its reason: a system that prioritises timely and efficient adjudication and active case management by the assigned judicial officer.

What the hub was

A small number of dedicated courts — five, in Departments 27 and following at Spring Street — took the pre-trial life of a very large share of the county's injury cases. They were not equipped to conduct long or complex trials, so cases were transferred out to Independent Calendar courts when they turned out to need one, and Department 1 assigned cases to trial courts when they were ready.

The model concentrated volume and standardised procedure. Its trade-off was that no single judge followed a case from beginning to end, which is precisely what the court said it was returning to.

What applies to a case filed now

One judge, all purposes. The case is assigned to an Independent Calendar department at Stanley Mosk and stays with it.
Departmental rules, not hub rules. The court directs parties to the Courtroom Information page for the assigned department, which carries its own requirements on case management, scheduling motions and discovery. These differ between departments, so a page like this one cannot responsibly summarise them — check the department you are actually in.
The old standing order is not gone, but it is narrow. The Eighth Amended Standing Order for procedures in the PI Hub courts, which took effect on 10 October 2022, remains in effect for cases filed before 8 January 2024, and applies only to the Spring Street hub.

One practical consequence for anyone reading older guidance: forms tied to the hub's own procedures are no longer in the court's current public forms list. If a checklist tells you to file something by a number that the court does not publish any more, the checklist is out of date.

What has not changed

Where the case is filed. Local Rule 2.3(a)(1)(A) still requires an unlimited civil injury action to be filed in the Central District at Stanley Mosk or the North District at the Antelope Valley courthouse, and the addendum still routes it. The Los Angeles filing addendum.
